Top-water lures such as mirror lure she pup or Zara jr have been more productive than bait.
Can I catch trout on the flats in the late winter?
Yes! Right now, in early-mid February the trout have started to push into our area. These fish are from 2 to 5 Lbs. and can be found in most drop offs adjacent to spoil islands and the flats. Bigger Trout will be in shallower water from 1 to 2 feet laying in potholes.
